The Town of Southern Pines wanted McDeeds Creek, the water source in West Southern Pines. Here is the discussion of and vote on requesting the State Legislature to revoke the WSP Town Charter and annex it into to SP.

Notice that they knew "We want the Water" was not a good reason so they came up with 3 "good" reasons, including "negroes were not capable of governing themselves."
